Import duty on plywood from Vietnam runs from 0% to about 10% before VAT, depending on the destination and on one document: the certificate of origin. Canada charges nothing on plywood lines, though it has a trade case on Chinese decorative plywood; the EU and the UK charge 0% with an EUR.1, the US 0% to 8% by face species plus anti-dumping and countervailing duties, Saudi Arabia at least 5%, India 10% plus IGST. Minh Thanh Plywood ships each order with the origin proof its market needs.

What is the import duty on plywood from Vietnam, market by market?

Import duty on plywood from Vietnam is set by the importing country, not by Vietnam. It depends on three things: the HS subheading of the panel, the trade agreement between that country and Vietnam, and whether the shipment carries the origin proof that agreement asks for.

Market Standard duty on plywood (4412) Rate from Vietnam with origin proof Origin proof VAT or sales tax at import Source and date
European Union 7% (10% listed tropical faces, LVL) 0% EUR.1 19% to 23% in the main markets TARIC, 20 October 2026
United Kingdom 6% (10% listed tropical faces) 0% EUR.1 under the UK agreement 20% UK Trade Tariff, 20 October 2026
Canada Free on all plywood lines 4412.10 to 4412.39 Free (CPTPP tariff also Free) Certificate of origin; Form CPTPP not needed for duty 5% GST, collected by the CBSA Canadian Customs Tariff 2026, checked 21 October 2026
United States Free (birch face) to 8% (poplar, tropical and most other faces) No agreement; standard rate plus AD/CVD where in scope Certificate of origin None federal USITC HTS, October 2026
Saudi Arabia At least 5% on CIF (GCC common external tariff) No agreement; standard rate Certificate of origin 15% US trade.gov country guide, May 2026
India 10% basic customs duty, plus surcharge Lower on qualifying lines under the ASEAN-India agreement Form AI 18% IGST Published tariff calculators, May 2026

The table is the first answer. The sections below explain each column, show the duty on one container in money, and list the certificate forms by agreement.

Why does the HS code decide the duty?

Every customs tariff in the world classifies plywood under heading 4412 of the Harmonized System (HS). The six-digit subheading is the same everywhere; the national digits after it, and the rate, belong to the importing country.

For plywood, the subheading follows the species of the outer plies:

HS subheading Outer plies Typical Vietnamese panel
4412.10 Bamboo Bamboo plywood
4412.31 At least one tropical outer ply Okoume, bintangor or gurjan face
4412.33 Birch, poplar, eucalyptus, beech, oak, maple and other listed hardwoods Poplar, birch or eucalyptus face on Styrax core
4412.34 Other non-coniferous outer ply Other hardwood faces
4412.39 Both outer plies coniferous Pine-faced plywood
4412.41–4412.49 Laminated veneered lumber (LVL) LVL

The core does not move the panel to another subheading. A poplar face on a Styrax core and a poplar face on a Eucalyptus core share 4412.33. What changes the code is the face, and in the US, the precise face species.

That is why our invoice lists face species, core species, glue and thickness on each line. Your broker reads the face and picks the national code; customs reads the same line and finds the same answer.

Plywood HS choices: bamboo 4412.10, listed hardwood 4412.33, other hardwood 4412.34, coniferous 4412.39

How much is EU and UK duty on plywood from Vietnam?

The EU charges 0% on Vietnamese plywood of heading 4412 with an EUR.1, under the EU-Vietnam Free Trade Agreement (EVFTA). That preference has been 0% on the plywood lines since 1 January 2025. Without the EUR.1, the standard rate is 7% for birch, poplar, eucalyptus, other hardwood and pine faces, and 10% for listed tropical faces and LVL. The Commission describes the agreement on its EU-Vietnam trade agreement page, and your broker reads the rate for the 10-digit code in TARIC.

The UK runs its own tariff since Brexit. On commodity 4412331012 the UK Trade Tariff shows duty of 0% under the UK-Vietnam trade agreement, against the third-country rate. Most plywood lines carry a 6% standard rate, and listed tropical faces 10%.

Two points EU and UK importers often miss:

  1. Above EUR 6,000, the EUR.1 is the only proof the EU accepts from Vietnam. French customs guidance states it plainly. REX statements are for the other direction.
  2. One container for both markets needs two certificates. One for the EU consignee, one for the UK consignee.

Our EVFTA guide has the CN code table, the staging to 0% and a worked example for Germany.

How much is Canadian duty on plywood from Vietnam?

Canada charges no duty on plywood from Vietnam. In the 2026 Canadian Customs Tariff, chapter 44, every plywood line from 4412.10 to 4412.39 shows Free in the MFN column, and Free again under CPTPT, the tariff treatment for CPTPP countries such as Vietnam (checked on 21 October 2026). Because the standard rate is already Free, a Form CPTPP saves nothing on these lines. The certificate of origin still matters for the trade case below.

What a Canadian importer pays Plywood from Vietnam
Tariff items 4412.10.00 (bamboo), 4412.31.00 (tropical face), 4412.33.00 (birch, maple, walnut and other listed hardwoods), 4412.34.00, 4412.39.00 (coniferous, with Douglas-fir split by thickness)
MFN duty Free
CPTPP (CPTPT) duty Free
Value for duty Transaction value without transport costs from the place of direct shipment to Canada, so FOB Hai Phong (CBSA Memorandum D13-3-4)
GST at import (5%) On the value for duty plus any duty (CBSA Memorandum D13-2-5), recoverable as an input tax credit by a GST registrant
Trade remedy on Vietnamese plywood None in force on 21 October 2026

The CBSA case on Chinese decorative plywood. On April 10, 2026 the Canada Border Services Agency opened dumping and subsidy investigations (DONP2 2026) into decorative and other non-structural plywood from China, on a complaint by Columbia Forest Products and the Canadian Hardwood Plywood and Veneer Association. It sent questionnaires to 238 possible exporters and 120 importers. The scope covers panels that meet ANSI/HPVA HP-1-2024 and also veneer core platforms.

It excludes structural plywood made to CSA O121, O151 or O153 or to PS 1 and PS 2, finished flooring, panels that are not flat, and phenolic film-faced plyform. Provisional duties have applied since the preliminary determinations of 24 August 2026: 0% to 173.6% for 11 named Chinese exporters and 227.5% of the export price for all others. The final CBSA determinations are due on November 23, 2026, and the Canadian International Trade Tribunal’s finding on December 22, 2026 (GHY International).

The case is against goods “originating in or exported from” China. Chinese plywood shipped through Vietnam is still in scope, and the CBSA decides origin from how and where the panel was made, not from the port of loading. For Canadian orders we give the same face and core species lines and Vietnamese harvest origin we supply to US importers, so the broker can declare Vietnam as the country of origin and support it.

One more Canadian measure. Since July 31, Canada has charged a temporary 25 per cent safeguard surtax on certain imported wood cabinets, vanities and their subassemblies (Inside Logistics, August 13, 2026). The surtax is set by SOR/2026-169. The surtax covers finished cabinets made from any wood material, plywood included. Flat plywood panels of heading 4412 are not in it.

How much is US duty on plywood from Vietnam?

The US has no free trade agreement with Vietnam, so plywood pays the general rate of the Harmonized Tariff Schedule (HTS). In the USITC HTS for October 2026, that rate depends on the face species:

HTS line Face General rate
4412.33.06 Birch Free
4412.33.26 Walnut 5.1%
4412.33.32 Other listed hardwood, for example poplar 8%
4412.31.06 Tropical outer ply with a birch face Free
4412.31.42 to 4412.31.92 Tropical faces such as mahogany or meranti 8%
4412.34.32 Other non-coniferous faces 8%
4412.39.40 / 4412.39.50 Coniferous faces 8% / 5.1%

US duty is charged on the transaction value without international freight and insurance, which is close to the FOB value. That is different from the EU and most other markets, which charge on a CIF-type value.

Three US layers sit on top of the HTS rate:

  1. Anti-dumping and countervailing duties. The US Department of Commerce issued final determinations on hardwood and decorative plywood from Vietnam on 21 July 2026 (all-others rates of 90.12% anti-dumping and 47.68% countervailing), and the US International Trade Commission voted affirmative injury on 19 August 2026 (published in the Federal Register on 9 September 2026). Structural PS 1 and PS 2 plywood, phenolic film-faced form plywood, flooring and ready-to-assemble furniture are outside that scope. Our anti-dumping guide tracks the order.
  2. The 2023 circumvention ruling. Panels finished in Vietnam with Chinese core components (core platforms or core veneers, with or without Chinese faces) pay the duties on Chinese plywood; other Vietnamese panels need importer and exporter certifications.
  3. Additional duties on Vietnamese goods listed in HTS Chapter 99, which change by executive action; read them at the date of entry.

For US orders, our panels carry the TSCA Title VI label and the invoice and bill of lading state TSCA Title VI compliance. We supply face and core species and the Vietnamese harvest origin for the importer’s Lacey Act declaration.

How much is Saudi and Gulf duty on plywood from Vietnam?

Saudi Arabia applies the Gulf Cooperation Council (GCC) common external tariff, which the US trade.gov Saudi Arabia guide gives as “at least five percent” on most goods from outside the GCC, calculated on the CIF value. VAT at 15% is then charged on the duty-paid value.

Vietnam has no free trade agreement with Saudi Arabia, so Vietnamese plywood enters at the standard GCC rate with a non-preferential certificate of origin. The GCC moved to a 12-digit tariff in January 2025; your broker reads the exact line in the ZATCA tariff.

Two Saudi points to settle before shipment:

  • Conformity registration. Many products need a certificate in Saudi Arabia’s SABER system before clearance; check your plywood line with your broker before loading.
  • Document attestation. Saudi buyers often ask for the certificate of origin and invoice to be attested; our guide to origin marking and document legalisation covers the chamber and embassy steps.

Time at sea from Hai Phong to the Middle East is typically 15–25 days, by carrier and route. For prices, see plywood price in Saudi Arabia.

What is the import duty on plywood from Vietnam to India?

At the standard rate, plywood of heading 4412 entering India pays 10% basic customs duty (BCD), the social welfare surcharge calculated on the duty, and 18% integrated GST (IGST) on the value plus duties. That is the stack published tariff calculators showed for plywood lines in May 2026; the binding source is the CBIC customs tariff and its notifications on the date of import.

Vietnam is a member of ASEAN, and the ASEAN-India Trade in Goods Agreement (AIFTA) gives qualifying lines a preferential basic duty. One published calculator listed 0% preferential rates for plywood line 4412 31 10 via ASEAN agreements. The preference needs an AIFTA certificate of origin, Form AI, issued in Vietnam.

Step for India What to check
8-digit Indian tariff line Face species and type, for example decorative or marine plywood
Basic customs duty Standard rate, or AIFTA rate with Form AI
Surcharges Social welfare surcharge on the duty, and any cess notified for the line
IGST 18% on assessable value plus duties, creditable for a GST-registered importer
Quality control order Whether a mandatory Indian standard mark applies to the line on the date of import

India also uses mandatory quality control orders on some wood panels. Ask your customs broker whether the plywood line you import is under one before you place the order.

Which certificate of origin does each agreement use?

The certificate of origin is the document that turns a standard rate into a preferential one. Each agreement has its own form, issued in Vietnam by the Ministry of Industry and Trade or its authorised offices.

Destination Agreement Origin proof from Vietnam
EU member states EU-Vietnam FTA (EVFTA) EUR.1; origin declaration on the invoice up to EUR 6,000
United Kingdom UK-Vietnam FTA EUR.1 under the UK agreement
ASEAN members (Thailand, Malaysia, Indonesia, Philippines and others) ASEAN Trade in Goods Agreement (ATIGA) Form D
China ASEAN-China FTA Form E
South Korea Vietnam-Korea FTA / ASEAN-Korea FTA Form VK / Form AK
Japan Vietnam-Japan EPA / ASEAN-Japan / CPTPP Form VJ / Form AJ / Form CPTPP
India ASEAN-India agreement Form AI
Australia, New Zealand ASEAN-Australia-New Zealand FTA / CPTPP Form AANZ / Form CPTPP
Canada, Mexico, Chile, Peru CPTPP Form CPTPP or origin certification accepted by the importing country
Russia and the Eurasian Economic Union Vietnam-EAEU FTA Form EAV
United States, Saudi Arabia, UAE and other markets without an agreement in force None Non-preferential certificate of origin

Where two agreements cover the same destination, the importer picks the one with the lower rate for the line, and the exporter applies for that form. Tell us which one your broker uses; we apply for that form and no other.

Is duty charged on FOB or CIF value?

Duty is a percentage of the customs value, and countries define that value in two ways. The difference changes the duty bill on the same container.

Basis Countries What is in the value
CIF-type value EU, UK, Saudi Arabia and the GCC, India and most others Price + international freight + insurance to the border
FOB-type value United States, Canada (FOB Hai Phong) and Australia Price without international freight and insurance

VAT, GST or IGST at import is then charged on the customs value plus the duty, and in many countries plus other import charges. For a VAT-registered business that tax is recoverable; the duty is a cost.

Plywood duty base: FOB-type in the US, Canada and Australia; CIF-type in the EU, UK, Saudi Arabia and India

What is the duty on one container in each market?

The example below takes one 40HC of 18 mm poplar-faced furniture plywood on a Styrax core: 990 sheets of 1220 × 2440 mm, about 53 m³, at our indicative starting price for furniture plywood of US$350/m³ (October 2026). Freight and insurance of US$3,000 is an assumption for the example, not a quote.

Market Duty base Duty rate Duty Import VAT or GST
EU (Germany), with EUR.1 CIF US$21,550 0% US$0 19%: US$4,094.50
EU (Germany), without EUR.1 CIF US$21,550 7% US$1,508.50 19%: US$4,381.12
UK, with EUR.1 CIF US$21,550 0% US$0 20%: US$4,310
Canada FOB US$18,550 Free (MFN and CPTPP) US$0 5% GST: US$927.50
United States FOB US$18,550 8% (poplar face, before AD/CVD) US$1,484 —
Saudi Arabia CIF US$21,550 5% US$1,077.50 15%: US$3,394.13

Read across the table and the certificate of origin is worth more than any freight negotiation in the EU and the UK. Canada is the cheapest entry in the table: no duty, and GST on the FOB value only. For the United States, the HTS rate is the smaller part: the anti-dumping and countervailing position of the panel decides the landed cost.

Inland transport, port fees and broker fees come on top in every market. The price per cubic metre is a starting point; the final price depends on face, core, glue, thickness, size, quantity and delivery term.

How do you find the rate for your own country?

You can find the duty on plywood from Vietnam in any country in five steps, with the national tariff as the final source.

  1. Fix the six-digit HS code from the face species, using the table above.
  2. Open the national tariff of your country: TARIC for the EU, the UK Trade Tariff, the USITC HTS, the CBSA Customs Tariff for Canada, ZATCA for Saudi Arabia, the CBIC tariff for India.
  3. Read the national line for the exact panel: thickness, coating, face species.
  4. Look for a preference with Vietnam as origin, and note the certificate form it needs.
  5. Add VAT or GST and any anti-dumping, countervailing or additional duty listed for Vietnam.

Then send us the code and the form. We put the code on the invoice and apply for that certificate, so the documents match your declaration on the first try.

Five steps to find the import duty on plywood from Vietnam in any country

Is there anti-dumping duty on plywood from Vietnam?

The United States has the 2026 anti-dumping and countervailing case on hardwood and decorative plywood from Vietnam, described above. The EU applies anti-dumping duty to hardwood plywood from China under Regulation (EU) 2025/2333, not to plywood of Vietnamese origin. Canada’s 2026 case, with provisional duties of up to 227.5% since 24 August 2026, is also on decorative plywood from China only.

Other countries open and close cases over time. Our anti-dumping guide keeps the country-by-country status. Duty is never the reason to choose a mill; the panel and its documents are.

What makes a certificate of origin fail at customs?

A preferential certificate fails for small reasons, and the importer pays the standard duty until it is fixed:

  1. A weight or volume that differs from the packing list and the bill of lading.
  2. A consignee spelled differently from the customs declaration.
  3. The wrong form for the agreement the broker declared, for example Form D for an EU shipment.
  4. An HS code that differs from the one on the declaration.
  5. A missing origin file when the panel uses imported face veneers.

We send drafts of the invoice, packing list and certificate after loading, for you or your broker to approve before issue. When a certificate arrives after the goods, several agreements, including the EVFTA, allow a certificate issued after export, and the duty is reclaimed with it.

Buyer questions, answered

What is the import duty on plywood from Vietnam?

The EU and the UK charge 0% with an EUR.1 certificate, the US 0% to 8% by face species plus any anti-dumping and countervailing duty, Saudi Arabia at least 5% on the CIF value, and India 10% basic customs duty plus surcharge and IGST.

What is the HS code for plywood from Vietnam?

Heading 4412. The first six digits are the same worldwide: 4412.31 for tropical faces, 4412.33 for birch, poplar, eucalyptus and other listed hardwoods, 4412.34 for other hardwood faces, 4412.39 for coniferous faces. Each country adds its own national digits.

What is the import duty on plywood from Vietnam to Canada?

Free. The 2026 Canadian Customs Tariff lists every plywood line from 4412.10 to 4412.39 as Free at the MFN rate and Free under the CPTPP tariff. The CBSA collects 5% GST on the value for duty, which excludes ocean freight from Hai Phong. The 2026 anti-dumping case covers decorative plywood from China, not from Vietnam.

What is the import duty on plywood from Vietnam to India?

At the standard rate, 10% basic customs duty, the social welfare surcharge on that duty, and 18% IGST on the duty-paid value, according to published tariff calculators reviewed in May 2026. The ASEAN-India agreement lowers the basic duty on qualifying lines with an AIFTA certificate of origin.

What is the US import duty on Vietnamese plywood?

The normal US rate is free for birch-faced plywood and 8% for most other hardwood faces such as poplar or tropical species, on the FOB value. Hardwood and decorative plywood from Vietnam is also the subject of the 2026 US anti-dumping and countervailing duty case.

Is there import duty on plywood from Vietnam to the UK?

0% under the UK-Vietnam Free Trade Agreement with a valid origin proof, against a standard UK rate of 6% for most plywood lines and 10% for listed tropical faces. UK import VAT of 20% is charged on top.

What is the import duty on plywood in Saudi Arabia?

Saudi Arabia applies the GCC common external tariff of at least 5% on the CIF value for most goods from outside the GCC, then 15% VAT on the duty-paid value. Check the 12-digit line in the ZATCA tariff for your exact panel.

Which certificate of origin do I need for plywood from Vietnam?

The form of the trade agreement your country applies: EUR.1 for the EU and the UK, Form D within ASEAN, Form E for China, Form AK or VK for Korea, Form AI for India, Form CPTPP for CPTPP members. A non-preferential certificate is used where no agreement applies.

Is import duty charged on the FOB or the CIF value?

Most countries, including the EU, the UK, Saudi Arabia and India, charge duty on a CIF-type value. The United States charges on the transaction value without international freight and insurance, which is close to FOB.

Can I get the duty back if the certificate of origin is late?

Under several agreements, including the EVFTA, a certificate issued after export supports a refund claim. You pay the standard duty at release and claim it back when the certificate arrives.

Does Minh Thanh issue the certificate of origin?

The certificate is issued by the Vietnamese authority on our application. We apply for the form your market needs with every order and send the draft for approval before it is issued.
