What is PEFC, and how does PEFC compare with FSC for plywood?

PEFC is the Programme for the Endorsement of Forest Certification, an international alliance that assesses national forest certification schemes and endorses those that meet its benchmark. FSC writes one global standard itself. For plywood, both prove the wood came from certified forest through an unbroken chain of custody. Minh Thanh Plywood explains which claim your market asks for and what the invoice must show.

What is PEFC?

PEFC is the Programme for the Endorsement of Forest Certification, an international non-profit alliance of national forest certification systems. It was founded in 1999 by European forest owners and is based in Geneva. PEFC does not write a single global forest standard: it assesses each national scheme against its own benchmark and endorses the schemes that pass.

That model explains most of what buyers see on the market. A forest in Finland is certified under the Finnish national standard, a forest in Australia under Responsible Wood, a forest in Malaysia under MTCS, and each of those can then carry the PEFC logo. The national body writes the rules with local forest owners, industry and civil society; PEFC International checks them every five years.

In the UK, PEFC UK is the national body. British forests are certified to the UK Woodland Assurance Standard (UKWAS), which PEFC endorses and FSC also uses, so most UK-grown timber carries both claims. Check any UK PEFC certificate holder on the PEFC UK site, and any international one on the PEFC certificate search.

For a plywood importer, the practical meaning is simple. A PEFC claim on an invoice proves that the wood in the panel came from forests certified under an endorsed national scheme, and that every company that owned the material on the way kept it separate or accounted for it under a valid chain-of-custody certificate.

How does PEFC certification work for a plywood mill?

PEFC certification for plywood has two layers: the forest is certified for its management, and every company that buys, processes and sells the wood holds a chain-of-custody certificate. A mill cannot sell PEFC plywood because its log supplier is certified; it needs its own chain-of-custody certificate.

The chain of custody works in five steps:

  1. Forest management certification. An accredited certification body audits the forest owner or group against the endorsed national standard.
  2. Chain-of-custody certification. The veneer mill, the plywood press and any trader in between are audited against the PEFC chain-of-custody standard, PEFC ST 2002.
  3. Plywood mill books certified input. The mill records certified veneer before pressing and sells no more certified output than that input allows.
  4. Claim on the sales document. Each certified seller writes the claim, such as “100% PEFC certified” or “x% PEFC certified”, and its certificate number on the invoice and delivery note.
  5. Annual surveillance. The certification body audits each certificate holder again every year; the certificate itself runs for five years.

The plywood mill tracks certified input by percentage or by volume credit, then sells no more certified output than the input allows. That is the part buyers rarely see and auditors always check.

What is FSC, in one paragraph?

FSC is the Forest Stewardship Council, an international membership organisation founded in 1993 that writes one set of forest management principles and criteria for every country. National standards translate those principles into local indicators, but the principles stay the same worldwide. Members vote in three chambers, environmental, social and economic, each with equal weight and split between the global North and South.

FSC uses the same two-layer system as PEFC: forest management certificates for the forest and chain-of-custody certificates for each company that handles the material. FSC itself states that “only third-party, accredited certification bodies” can audit and issue those certificates, and that the certification body conducts annual audits.

The full explanation of FSC labels and codes is in our guide to what FSC wood is.

PEFC vs FSC: how do the two schemes compare side by side?

PEFC and FSC prove the same thing on a plywood invoice, certified forest origin with a controlled chain of custody, but they are built differently. FSC sets one global standard from the top; PEFC endorses national standards from the bottom. This table puts the differences a buyer needs on one page:

Point PEFC FSC
Full name Programme for the Endorsement of Forest Certification Forest Stewardship Council
Founded 1999, Europe 1993, international
Headquarters Geneva, Switzerland Bonn, Germany
How standards are made National schemes written locally, then endorsed against the PEFC benchmark One set of global principles and criteria, adapted into national standards
Governance National member bodies plus international stakeholder members Three equal member chambers: environmental, social, economic
Certified area The larger certified area worldwide, mainly North America and Europe Strong in Europe, Latin America, Africa and Asian plantations
Product labels PEFC Certified, PEFC Recycled FSC 100%, FSC Mix, FSC Recycled
Non-certified input allowed “Controlled sources” under the due diligence system “Controlled Wood” under the FSC controlled wood standard
Chain-of-custody standard PEFC ST 2002:2020 (guidance GD 2001:2022) FSC-STD-40-004
Certificate check PEFC certificate search at pefc.org FSC public certificate search at fsc.org
National scheme in Vietnam VFCS, endorsed in 2020 FSC national standard for Vietnam
Replaces EUDR due diligence No No

The two schemes differ in method, not in what an importer can do with them. If your customer or tender names one of them, that is the one to order. If nobody names either, choose the one your own customers use on their labels.

Is PEFC credible? What do critics say?

PEFC is credible as a chain-of-custody system and contested as a forest-management label, and a buyer should know both sides. Several environmental groups, including Greenpeace and Rainforest Action Network, have warned that forest certification schemes can be used for greenwash, and some criticism of PEFC points to audit practice, stakeholder consultation and the transparency of its national standards.

PEFC’s answer is its benchmark: it says it is the only international forest certification scheme that bases its criteria on intergovernmental conventions and guidelines, such as the Pan-European criteria for forest management and the ITTO guidelines, and it requires adherence to the ILO core (fundamental) conventions, even in countries that have not ratified them. It only recognises forests certified to standards that PEFC has reviewed and endorsed (Wikipedia summary of PEFC, checked 21 October 2026).

For a plywood order, the practical test is the same either way: a valid certificate number for every company in the chain, the right claim on the invoice, and origin records that stand on their own for EUDR. Neither label replaces them.

Which is better, PEFC or FSC?

Neither is better for every plywood order; the better one is the scheme your buyer’s procurement policy, tender or retail label names. Each has a structural argument in its favour:

  • FSC’s case: one global rulebook, so an FSC Mix panel from Vietnam meets the same principles as one from Brazil. Environmental groups helped write it, and many furniture and retail brands print the FSC logo on finished goods.
  • PEFC’s case: national standards fit small family forests, which own much of Europe’s woodland, and the scheme covers the larger certified area worldwide. Most Nordic and Central European softwood plywood and construction timber is sold under PEFC.

The real comparison for a plywood buyer is availability. A label your supplier cannot deliver on that species and grade is worth nothing to your order. Ask which claim the mill can put on the invoice for your exact specification before you compare prices.

Which certification do EU, UK and Australian plywood buyers ask for?

European, UK and Australian buyers accept both, but the market splits by channel. The rule of thumb: construction and builders’ merchants buy either, furniture and retail lean to FSC, public tenders name both.

Market What buyers usually specify Why
EU furniture and interior FSC Mix or FSC 100% Brand and retail labels use FSC
EU construction, Nordic and Central Europe PEFC or FSC Local forests are mostly PEFC-certified
UK FSC or PEFC Government timber procurement policy accepts both
Australia PEFC (Responsible Wood) or FSC Responsible Wood is the national PEFC member
United States FSC, sometimes SFI SFI is endorsed by PEFC; furniture brands use FSC
Japan FSC, PEFC or SGEC SGEC is endorsed by PEFC

For Vietnamese plywood, FSC is the claim most export orders carry today, because the plantation forest groups that supply acacia and eucalyptus logs to plywood mills mostly certified under FSC first. VFCS certification under PEFC is growing but newer.

What do the PEFC and FSC labels mean on a plywood panel?

The label tells you how much of the wood is certified and how the rest was controlled. Each scheme has its own set:

Label Scheme What it means for the panel
PEFC Certified PEFC At least 70% PEFC-certified material; the rest from controlled sources
PEFC Recycled PEFC At least 70% recycled material
FSC 100% FSC All wood from FSC-certified forests
FSC Mix FSC Certified wood mixed with recycled material or FSC Controlled Wood
FSC Recycled FSC Reclaimed wood or paper only

On plywood the label is printed on the pack label or panel edge only when the buyer orders it and the seller’s certificate allows on-product labelling. The legal claim, however, is the line on the invoice. A logo without a matching invoice line is not a valid claim.

PEFC Certified, PEFC Recycled, FSC 100%, FSC Mix and FSC Recycled labels compared for plywood.

What should a PEFC or FSC claim look like on the invoice?

A valid claim names the certified product, the claim category and the seller’s certificate code, line by line on the invoice and the delivery documents. Without those three elements your own chain-of-custody auditor will reject the material.

A correct plywood invoice line carries:

  1. The product description, for example “Poplar-faced plywood, 1220 × 2440 × 18 mm”.
  2. The claim category, for example “FSC Mix Credit” or “100% PEFC certified”.
  3. The certificate code of the seller, in the format of each scheme.
  4. The same claim on the packing list or delivery note, so the receiving warehouse can book it.

If you hold your own chain-of-custody certificate, you need these lines to sell the panels on with a claim. If you do not, you can still buy certified plywood, but you cannot pass the claim on to your customers.

How do you verify a PEFC or FSC certificate?

Verify a certificate in the public database of the scheme before you place the order, then again when the documents arrive. It takes two minutes and catches the most common problem: a certificate that belongs to a different company or does not cover plywood.

Check four things:

  1. Status: valid, not suspended or terminated.
  2. Company and site: the legal name and address match the seller on your invoice.
  3. Scope: the product list includes plywood or wood-based panels, and the claim category you are buying.
  4. Code: the code on the invoice is the code in the database.

PEFC certificates are listed in the PEFC certificate search at pefc.org. FSC certificates are listed in the FSC public certificate search, reached from fsc.org. A screenshot of the result belongs in your order file.

Four certificate checks: valid status, matching company and site, plywood scope, and invoice code.

Does PEFC or FSC certification satisfy EUDR?

No certificate satisfies the EU Deforestation Regulation on its own. Regulation (EU) 2023/1115 requires the operator who places plywood on the EU market to collect the species, quantity, country of production and the geolocation of every plot the wood came from, assess the risk and file a due diligence statement.

PEFC and FSC can support that risk assessment, because certified forests are audited for legality. The geolocation data, however, has to come from the supply chain itself. Vietnam is classed as a low-risk country under Implementing Regulation (EU) 2025/1093, which allows simplified due diligence, but the origin data is still required.

Minh Thanh supplies the EUDR compliance dossier (origin records and geolocation files) with orders, separately from any forest certification claim. The dossier is explained on our EUDR traceability page.

What do PEFC and FSC not prove about a plywood panel?

Forest certification proves where the wood came from and how it was traced, nothing more. Three things buyers sometimes read into the logo are separate specifications:

  • Formaldehyde emission. A PEFC or FSC panel can be E0 or E2. Emission is proven by CARB P2 / TSCA Title VI certification or a chamber test. Minh Thanh holds CARB P2 / TSCA Title VI (ICTT mill no. 23024), and six ASTM D6007 chamber tests from April 2025 to June 2026 on 9, 15 and 18 mm panels averaged 0.014–0.032 ppm against the 0.05 ppm limit.
  • Bond class and strength. Glue type, boil resistance and structural performance are tested to EN 314 or EN 636, not by the forest scheme.
  • Face grade and tolerance. A certified panel can still have a weak face or a loose thickness tolerance.

Write each of these as its own line in your order, beside the certification claim. Our quality page lists the reports that cover them.

Forest certification traces origin; emission, glue performance, face grade and tolerance require separate evidence.

What does this mean for your plywood order?

Put the certification requirement in the first line of your request for quotation, because it decides which logs, veneers and production run the mill plans. A claim added after production cannot be granted, since the certified input has to be booked before pressing.

At Minh Thanh, FSC is the certification route: FSC-certified plywood is available*, with the FSC claim and certificate code on the invoice and packing list. If your tender names PEFC only, say so in the first message so the mill can tell you before you plan around it. Our furniture panels use white Styrax or Eucalyptus cores from plantation timber grown around Ha Hoa, Phu Tho, with poplar, birch, EV, okoume, pine and other faces. Production takes 15–45 days after the 30% deposit, with a minimum order of one 40HC that can mix specifications by agreement.

*Supplied directly or through qualified partner mills.

How should you write the certification line in your RFQ?

Write the scheme, the claim category, the documents you need and where the label goes. A clear line saves one round of emails and makes quotations comparable:

  1. Scheme and claim: for example “FSC Mix Credit” or “FSC 100%”.
  2. Documents: claim and certificate code on invoice and packing list; certificate copy with the shipment.
  3. Labelling: on-pack label, panel edge stamp or no label.
  4. Other compliance lines: emission (for example CARB P2 / TSCA Title VI), EUDR dossier, bond class.
  5. Product lines: face and grade, core, thickness, size, packing and quantity per thickness.

Send the list to contact@minhthanhplywood.com or through the contact form, and the quotation comes back with the certification line confirmed in writing. More reading on the same subject: plywood sustainability evidence, FSC plywood from Vietnam and our furniture plywood range.

Buyer questions, answered

What does PEFC stand for?

PEFC stands for the Programme for the Endorsement of Forest Certification. It started in Europe in 1999 and is based in Geneva, Switzerland. It endorses national forest certification systems rather than certifying forests under one global standard of its own.

Is PEFC as good as FSC?

Both are accepted by most public and corporate timber policies in Europe, the UK and Australia. FSC applies one international set of principles with three equal member chambers; PEFC endorses national schemes against a shared benchmark. The right one is the one your customer or tender names.

Can plywood carry both PEFC and FSC labels?

Only if the producer holds both chain-of-custody certificates and the wood in that panel qualifies under both. In practice most plywood ships under one claim. Ask for the claim you need at the quotation stage, not after production.

What is the difference between PEFC Certified and PEFC Recycled?

PEFC Certified means at least 70% of the material comes from PEFC-certified forests, with the rest from controlled sources. PEFC Recycled means at least 70% recycled material. Plywood made from fresh veneer normally carries the first.

Does PEFC or FSC certification replace EUDR due diligence?

No. Under Regulation (EU) 2023/1115 the importer still collects origin data, assesses risk and files a due diligence statement. A certificate can support the risk assessment, but the geolocation records come from the supply chain itself.

How do I check a PEFC certificate?

Search the certificate number or company name in the PEFC database at pefc.org. Check that the status is valid, that the scope includes plywood or wood-based panels, and that the site named matches the invoice.

What is VFCS?

VFCS is the Vietnam Forest Certification Scheme, Vietnam's national forest certification system. It was endorsed by PEFC in 2020, so wood certified under VFCS can be sold with a PEFC claim through certified chain-of-custody holders.

Which certification do UK buyers ask for on plywood?

UK government timber procurement accepts both FSC and PEFC as proof of legal and certified origin. Builders' merchants usually stock both. Retail and furniture brands often specify FSC because their own product labels use it.

Is FSC plywood available from Minh Thanh?

Yes, FSC-certified plywood is available*, with the FSC claim and certificate code on the invoice. Add the claim you need (FSC 100% or FSC Mix) to your request for quotation.

Do PEFC and FSC say anything about formaldehyde?

No. Both cover forest management and the chain of custody of the wood. Emission is a separate specification proven by CARB P2 / TSCA Title VI certification or a chamber test, so list it as its own line in your order.
